The thing about India is that they keep on introducing measures that are not taken by other countries. But when they come to explaining the rationale, they seem to make sense. Apart from the “moustache for cash” campaign that we'd introduce earlier, Indians have given it their thoughts to take pictures and issue identity cards to all cows in villages in the eastern state of West Bengal.

The Border Security Force (BSF) explained that the move was meant to stop smuggling of cattle from India to neighbouring Bangladesh. The sale and consumption of beef is restricted in many Indian states. According to estimates, there is more than 20, 000 cows being smuggled into neighbouring countries such as Bangladesh, where the cow is worth as much as 4 times it does in India, every day from India through the state of West Bengal mainly.
The BSF officials suggested that the identity cards they produce can help them easily identify the cattle brought for smuggling, as they include the picture of the cow, the owner’s name, address, appearance (e.g. height, sex, length of horns, colour) and other features of the cow, e.g. horn missing, half tail lost, etc.
Over all these years, the rules is proven to be successful because we now see that they are not only applied to the eastern state of West Bengal, but also other parts of India, such as Maharashtra.
